Is the annual plan actually cheaper?
Yes. Twelve releases cost $890 on the annual plan against $1,068 if you paid month to month, so you get two months free. It works out to roughly $74 per release.
Why is the monthly plan built around one release a month?
Because visibility in answer engines is rebuilt on a roughly four-week cycle rather than held permanently, so a steady publishing rhythm tends to do more than a single large send. One a month is the smallest rhythm that behaves like a rhythm.
What does the agency block include?

Are there any hidden fees?

Can I get a refund?
Before publication, yes, in full. Once a release is live it sits on permanent public URLs and has already gone into feeds, so it cannot be retroactively unpublished. That is exactly why there is an approval step before anything goes out.
